Play Services is a shared library, not an app you should disable. Drain from it usually means a broken update, a bad location mode, or another app calling it.

Do not disable Play Services
Disabling it breaks notifications, location, and the Play Store. Clear its cache only. Avoid 'Clear data' unless you are prepared for location and some account features to reset.
